postmaster cadre

In the year of 2010 a separate cadre of postmaster was created with big expectation in the department of post but presently department is not willing to treat it as a distinct category within the department some unions are mostly against the  cadre right from the very beginning of the cadre.now they are pressurizing the department not to recognize the cadre as a distinct category.Some other associations are also against of this cadre because they know that the rising of the cadre will send them to darkness.their will be no importance of such non producing cadre in the name of the administration.as everybody knows that a head post office having a strength more than  seventy people is run smoothly by the non gazetted post master while some peoples only sitting behind chair having no work are treated as gazetted.such people and department thinks that if postmaster cadre emerges than in future when the job is going to be target based they will stand no where.In present scenario pm cadre is being targeted i the name of the business they are being transferred to 400 to 500 kms away from their parent divisions but the other cadre which was the parent cadre for the fist batch of pm cadre is enjoying all the fruits.They are not being transferred as pm cadre officials,not being asked for target and new policy of cbs.The harassment of the pm cadre in the name of target is on.
